伊朗核科学家遭暗杀细节曝光:爆炸后被武装分子扫射

据伊朗伊斯兰共和国通讯社27日报道,59岁的伊朗国防部研究和创新机构负责人、首席核科学家穆赫森·法赫里扎德当天下午在首都德黑兰附近的一个城镇被暗杀。

  伊朗塔斯尼姆通讯社援引伊朗国防部的声明称,法赫里扎德的汽车遭到不明恐怖分子的自杀式爆炸袭击,并遭到开枪射击,法赫里扎德在被送到医院后不治身亡。目前没有组织或个人宣布对袭击负责。伊朗国营全球卫星电视台阿拉伯语频道指控以色列情报特务局“摩萨德”谋杀了这位科学家。伊朗革命卫队指挥官当天发推特称,伊朗将会对核科学家被害发起报复行动。

据新华社报道,自11月27日00时41分,华龙一号核电系统的全球首堆——中核集团福清核电5号机组首次并网发电成功。该机组各项技术指标均符合设计要求,机组状态良好,为后续机组投入商运奠定坚实基础,并创造了全球第三代核电首堆建设的最佳业绩。 华龙一号全球首堆并网,标志着我国打破了国外的核电技术垄断,正式进入核电技术先进国家行列,对我国实现由核电大国向核电强国的跨越具有重要意义。

华龙一号是中国中核集团在三十多年的核能核电应用、科研、设计、制造、建设和运行经验的基础上,研制的具有完全自主知识产权的第三代压水堆核电站。 华龙一号的设计寿命高达60年,反应堆采用177堆芯设计,采用高效率堆芯,换料间隔高达18个月,电厂的可利用率高达90%。创新性采用“能动和非能动”相结合的安全系统、双层安全壳等技术,在安全性上满足国际最高安全标准要求。华龙一号是当前世界核电市场上接受度最高的三代核电机型之一,也是我国核电创新发展的重大标志性成果。

1954年,中国发现第一块铀矿石;1955年,中国做出发展核工业的历史性决策;1964年,中国第一颗原子弹爆炸成功;1967年,中国第一颗氢弹爆炸成功;1970年,中国第一艘核潜艇下水;1991年,中国大陆第一座核电站并网发电……

从我国第一座核电站秦山核电站于1991年投产并网发电以来,我们通过30多年的技术攻坚,掌握了具有完全自主知识产权的三代核电技术“华龙一号”。这是迄今为止世界最可靠的核电技术,采用了几乎所有能做到的安全措施,是世界上最安全的核电站。

华龙一号核反应堆有四重保护措施:能承受巨大压力的安全壳,由坚固厚混凝土加钢板组成,可抵御大部分常规撞击,普通炸弹爆炸也不怕,除非有大威力钻地弹直接命中。核反应堆裂变产生放射性物质90%都滞留于燃料芯块,有密封燃料包壳,坚固的压力容器,密闭的回路系统。别以为核电站很脆弱。在绝大多数自然灾害和战争袭击等人为情况下,拥有高度保护的核电站都相当安全。从普通安全事故概率上统计,核电站的安全性都要远远高于普通发电站。

目前,华龙一号已经进入批量化建设阶段,仅仅是中核集团在海内外就有6台华龙一号核电机组在建。中国近10年以来,在建的新核电站和正在计划建设的核电站,占到全世界总量的一半,并且还在迅猛增长,而发达国家的核电站总数在近十年来基本不变。不过,中国现有的核电站发电量占全国发电量的比例,仍远远落后于发达国家。所以中国核电站的事业还有很大的发展空间,而且拥有核电技术的后发优势,因为我们目前的新型核电站更加高效、更加安全。

经过几十年的艰苦奋斗和努力发展,中国一不小心,一言不合,一声不吭的集齐了多个神龙,包括中国式的(华龙一号和第四代快中子堆),美国式的(西屋AP1000反应堆和中国国产化的CAP1000/CAP1400),法国式的(EPR三代压水堆),俄罗斯式的(VVER-1000型),加拿大式的(重水铀反应堆),世界各主要核技术类型都在中国得到应用。然后我们深入国产化改进,再自主创新,如今成为世界上唯一掌握东西方所有核反应堆型,唯一融会贯通了不同体系核能技术的国家,没有之一。

Macron Calls Images of Police Beating Black Man Shameful for France

PARIS – President Emmanuel Macron said Friday that images showing Paris police beating up a Black music producer were shameful for France and that government would have to find a way to restore public confidence in the force.

Prosecutors are investigating the violent arrest of Michel Zecler, who said he was also racially abused by the officers, after CCTV footage of the incident was released. The police watchdog is also investigating.

Four police officers were being held for questioning as part of the investigation, the Paris prosecutor’s office said.

The beating inside the entrance of a building was captured on closed circuit television and mobile phone footage, which has circulated widely online and has made headlines around Europe.

“The images we have all seen of the aggression against Michel Zecler are unacceptable. They are shameful for all of us. France should never allow violence or brutality, no matter who it comes from. France should never let hate or racism prosper,” Macron said in a statement on his Facebook page.

‘Respect the law’

He added that the police force should be exemplary.

“Those whose job it is to apply the law should respect the law,” he said, adding that he has asked the government to urgently make proposals about how to restore confidence in the police.

The beating of Zecler risks inflaming racial tension, with allegations of repeated police brutality against Black and ethnic communities at the forefront of many people’s minds after the death of Black American George Floyd in Minneapolis in May added fuel to  the “Black Lives Matter” movement.

Dominique Sopo, president of anti-racism group SOS Racisme, told Reuters Zecler had been the target of a “racist attack.”

“For police officers to act that way, they must have a tremendous feeling of impunity. This situation is a symptom of an impunity that has been going on for too long,” he said.

Paris police already faced criticism this week after social media photos and videos showed officers hitting protesters as they cleared out an illegal migrants’ campsite in a central Paris square.

Incident at studio

The music producer told reporters he was set upon by police at his studio in Paris’s 17th arrondissement on Saturday.

He said he had been walking in the street without a face mask — against French COVID-19 health protocols — and, upon seeing a police car, went into his nearby studio to avoid being fined. However, he said, the police followed him inside and began to assault and racially abuse him.

Interior Minister Gerald Darmanin told France 2 television on Thursday that the officers would be punished if the alleged wrongdoing was confirmed.

Zecler’s arrest came amid fierce debate in France over legislation that would limit journalists’ ability to document French police officers at work.

Around 3,500 people marched against the bill in the western city of Nantes, where police used tear gas and made several arrests. Many in the march also protested against police violence, some with their faces bandaged in support of  Zecler. A similar demonstration is planned in Paris on Saturday.

The outrage generated by Floyd’s death in the U.S. in May has resonated in France, particularly in deprived city suburbs where police often clash with youths from ethnic minority backgrounds.

Protests in Paris in June focused on unsolved cases of people dying during police operations, such as Adama Traore, who died in police detention near Paris in 2016.

US Sanctions Chinese, Russian Firms Over Iran Dealings

WASHINGTON – The U.S. announced economic sanctions Friday on Chinese and Russian companies that Washington said had supported the development of Iran’s missile program.

The four firms, accused of “transferring sensitive technology and items to Iran’s missile program,” will be subject to restrictions on U.S. government aid and on their exports for two years, Secretary of State Mike Pompeo said in a statement.

The sanctions, imposed Wednesday, were against two China-based companies, Chengdu Best New Materials and Zibo Elim Trade, as well as Russia-based Nilco Group and Joint Stock Company Elecon.

“We will continue to work to impede Iran’s missile development efforts and use our sanctions authorities to spotlight the foreign suppliers, such as these entities in the PRC (China) and Russia, that provide missile-related materials and technology to Iran,” Pompeo added.

President Donald Trump withdrew the U.S. in 2018 from the Iran nuclear deal established three years earlier under then-President Barack Obama.

Trump has since reimposed crippling sanctions on the Islamic republic in what he calls a campaign of “maximum pressure.”

The Trump administration has also since shown its determination to sanction any foreign country or company that does not comply with its Iran policies.

疫苗90%有效性因犯错得来,阿斯利康高管:这无关紧要

【文/观察者网 龙玥】新冠疫情阴霾下,不少抗疫无能的国家将希望寄托在疫苗上。11月23日,英国药企阿斯利康公布其与牛津大学合作研发的新冠疫苗有效性:平均有效性70%,在接种一剂量半疫苗方案下,有效性甚至高达90%。

此试验数据一出,英国各界欢呼声一片。阿斯利康疫苗成本低廉、易于存储与运输的特点被媒体吹捧。然而,据路透社、美联社25日报道,阿斯利康与牛津大学在本周接连承认:在90%有效性背后,给志愿者注射一剂量半疫苗的操作其实是个“错误”,按照原计划,志愿者本应接受两个剂量的注射。

但阿斯利康与牛津大学不仅“将错就错”继续临床试验,还吹捧90%有效性的成果。如此做法随即引发大量质疑与批评,专家们接连对其疫苗有效性的可信度打上问号。

面对种种质疑,阿斯利康生物医药研发部执行副总裁潘加洛斯(Mene Pangalos)竟称,“该错误其实无关紧要。”

90%有效性数据疑点重重

根据阿斯利康、牛津大学声明,他们合作研发的AZD1222疫苗平均70%有效性的数据,是通过两组试验综合得出。一组方案是,志愿者首次接种半剂量疫苗,间隔至少一个月再接种一剂量,有效性为90%。另一组方案是,首次接种一剂量,间隔至少一个月再接种一剂量,有效性为62%。

然而,阿斯利康23日向路透社承认,他们给志愿者接种1.5剂量疫苗的操作是“出于偶然”。

今年4月底,阿里斯康与牛津大学达成合作后,便开始向参加大规模临床试验的英国志愿者注射疫苗。阿斯利康的潘加洛斯表示,他们的原计划是为英国的试验参与者注射两剂全剂量的疫苗,但是在注射第一剂后,研究人员注意到一些人出现的副作用如疲劳、头痛或手臂酸痛,比预期的要轻。随后他们回头检查了之前的操作,发现疫苗剂量少用了一半。

本月25日,牛津大学在一份声明中进一步承认与解释了这个错误。该校表示,疫苗临床试验中所用的一些小瓶的疫苗浓度不正确,因此一些志愿者相当于只注射了半剂量的疫苗。

但牛津大学决定“将错就错”,并辩称他们与监管机构讨论了这一问题,而后决定(按接种剂量)分成两组完成之后的临床试验。

然而,本周早些时候,两家机构发声明公布其疫苗有效性时,并未披露这一关键错误。

错误暴露后,质疑声接踵而至。

阿斯利康23日公布疫苗有效性,自夸“非常有效” 截图自官网

美联社报道称,相关专家表示,阿斯利康与牛津大学疫苗临床试验中,低剂量组的人数更少,因此很难确定该组试验数据(90%有效性)是否真实有效,或者只是纯属统计巧合。根据阿斯利康说法,只有约2741人接种一剂量半的疫苗,约8895人接种两剂量疫苗。

报道称,另一个影响试验数据可信度的问题是,低剂量组中的志愿者没有一人超过55岁,人群年龄偏小也意味着感染新冠病毒的风险更小。因此,这很难确定低剂量组有效性达90%,是否受到剂量影响、还是年龄影响。

英国智库查塔姆研究所卫生研究员索尔兹伯里(David Salisbury)则质疑,阿斯利康将两组结果汇总,从而得出70%综合有效性的结论是否合理。他说道,“你进行了两项研究,使用了不同的剂量,并得出了一个不代表任何一种剂量的综合结果。”“许多人会对此有疑问。”

当被问及为何第一剂疫苗剂量越小效果越好的问题时,牛津大学部分研究人员也云里雾里。美联社称,一位牛津大学的研究人员表示,他们正在努力寻找原因。另一位参与研究的牛津大学科学家也模糊地表示,这可能与提供给志愿者的疫苗剂量准确度有关,用准确剂量触发最佳免疫反应。

“错误无关紧要”

阿斯利康疫苗有效性可达90%,且价格便宜、易于储存的特点博得大量关注。《纽约时报》25日称,一家英国小报甚至大肆吹捧,购买阿斯利康和牛津大学的疫苗,成本还不到“一杯咖啡”。

当前全球新冠疫情持续阴霾不散,冲击着各国的经济与民生,许多人将复苏的希望押注在新冠疫苗上。

美国佛罗里达大学生物统计学家迪安(Natalie Dean)向《纽约时报》表示,在披露候选疫苗试验结果的透明度与严谨度上,阿斯利康与牛津大学做得很烂(poor grade)。

投资银行SVB Leerink分析师波吉斯(Geoffrey Porges)甚至指出,该疫苗研发团队破坏了公众对整个新冠疫苗研发计划的信心。

面对批评与质疑,阿斯利康却仍在为自己辩护。该公司发言人梅克塞尔(Michele Meixell)称,这些试验是“按照最高标准进行的”。

潘加洛斯则表示,剂量错误是一家承包商造成,并且发现错误后,他们的团队随即通知监管机构,得到批准后,才更改了研究策略。

另据《华尔街日报》25日报道,潘加洛斯甚至还宣称,“这个错误实际上无关紧要(irrelevant)”。他说道,“即使你只相信全剂量、全剂量数据……我们疫苗的有效性也达标了,疫苗获得批准的门槛是疫苗有效性超过60%。”

Nato summit: Leaders to focus on Afghanistan conflict

Nato leaders plan to turn their attention to the conflict in Afghanistan, on the second day of a summit so far dominated by demands from President Donald Trump.

Trump on Wednesday urged Nato allies to commit 4% of their annual output (GDP) to military spending.

He also singled out Germany for criticism over its defense spending.

Nato leaders are hoping for a more conciliatory tone on Thursday before Trump leaves for the UK.

But in a late-night tweet from Brussels, the US president reiterated his criticism.

“Billions of additional dollars are being spent by NATO countries since my visit last year, at my request, but it isn’t nearly enough,” he declared.

He earlier accused Germany of being held prisoner to imported energy Russian energy, claiming it is “totally controlled” by Moscow.

EU figures suggest Russia is responsible for between 50% and 75% of Germany’s gas imports, but gas makes up less than 20% of Germany’s energy mix for power production.

What’s the plan for Afghanistan?

Afghanistan’s President Ashraf Ghani will be present for the second day of talks, and Nato’s Secretary-General Jens Stoltenberg hopes the bloc will agree to fund Afghan security forces until 2024.

Britain’s Prime Minister Theresa May has already confirmed that the UK will send 440 more troops to serve in non-combat roles in Afghanistan.

The US also committed an extra 3,000 troops to support Afghan forces in September 2017 – bringing its total to 15,000.

US officials have said Washington is planning a strategic review, a year after Trump agreed to remain involved in the 17-year conflict.

What else is on the agenda?

Nato leaders will discuss the alliance’s ties with Georgia and Ukraine. Both countries want to join Nato, but their bids are not expected to make progress.

That is because Russia has engaged in territorial incursions into both states, and Nato rules prevent countries with a land conflict from joining.

By contrast, a ceremony will be held for Macedonia after it was invited to begin accession talks on Wednesday.

Where does Trump go next?

When the Brussels summit winds up, Trump will arrive in the UK on Thursday for a two-day working visit.

Trump is the 12th sitting US president to make such a trip, and will spend time with the Queen and prime minister before flying to Scotland to spend the weekend at his golf resort.

Thousands of people are expected to protest against his visit across the UK.

Trump is due to hold his first summit with Vladimir Putin, in Helsinki, on 16 July.

He shocked some by quipping that the Nato gathering might prove tougher than next Monday’s summit with Putin.
